    About the Role

    As the Senior Application Development Lead / Technical Project Manager, you will oversee a diverse Agile team of developers, analysts, testers, and designers working to transform 10-15 legacy applications into modern, scalable solutions built on the Microsoft ecosystem - including .NET, Power Platform, SharePoint, and Azure.

    You'll combine strategic leadership with hands-on technical insight, guiding the team through complex modernization efforts while collaborating with executive-level stakeholders to ensure alignment with mission and business goals.

    Key Responsibilities

    *

    Lead and mentor a cross-functional team (~10 direct reports, up to 20 total staff) spanning software development, QA, business analysis, and UX/UI.
    *

    Drive the modernization roadmap for multiple legacy systems - defining MVPs, technical strategies, and Agile delivery plans.
    *

    Perform technical assessments to design modernization approaches leveraging Microsoft technologies and cloud architectures.
    *

    Champion Agile best practices, supporting a team transitioning from traditional Waterfall delivery toward a fully iterative, value-driven model.
    *

    Collaborate with senior federal stakeholders to translate technical solutions into tangible business outcomes.
    *

    Produce clear documentation, modernization roadmaps, and milestone deliverables aligned with long-term program goals.
    *

    Foster a culture of innovation and excellence, encouraging open collaboration, diverse perspectives, and continuous improvement.
    *

    Partner closely with program leadership and engineers to align modernization priorities with enterprise objectives.

    Qualifications

    Required:

    *

    Active Secret clearance (upgrade to Top Secret preferred).
    *

    10+ years of experience in software development, application modernization, or technical program leadership.
    *

    Proven experience managing multidisciplinary Agile teams.
    *

    Strong technical foundation - ideally a former developer turned technical leader - with expertise in Microsoft technologies (.NET, Power Platform, SharePoint, Azure).
    *

    Demonstrated success in Agile project delivery (Jira proficiency required).
    *

    Excellent communication and executive presentation skills, with experience engaging senior leadership.
    *

    Strong leadership presence with the ability to motivate, mentor, and inspire high-performing teams.

    Preferred:

    *

    PMP, CSM, or SAFe certification.
    *

    Experience supporting modernization initiatives within the federal sector.
    *

    Background in developing modernization roadmaps or enterprise solution blueprints.

    About the Role

    Our client is a management and technology consulting firm that delivers innovative solutions to both Federal and Commercial markets. They specialize in Identity and Access Management (IAM) and have prior experience in implementing complex, high-quality solutions. For this engagement, they are seeking an experienced SailPoint Senior Engineer to design, implement, and maintain identity governance and administration (IGA) solutions. You will work as part of a small, two-person team, mentor a junior engineer, and serve as the team's Scrum Master (no certification required).



    Key Responsibilities

    * Implementation & Configuration

    * Design, develop, and implement SailPoint IdentityIQ solutions
    * Configure workflows, forms, policies, rules, and connectors
    * Develop custom connectors using Java, BeanShell, and REST APIs
    * Create certification campaigns, access requests, and provisioning workflows
    * Implement RBAC models and role mining initiatives

    * Technical Leadership

    * Lead technical design sessions and provide architecture guidance
    * Mentor junior engineer and conduct code reviews
    * Recommend new features and capabilities within SailPoint

    * Integration & Administration

    * Integrate SailPoint with enterprise apps (Active Directory, Azure AD, SAP, ServiceNow)
    * Troubleshoot identity management issues
    * Perform upgrades, patches, and maintenance
    * Optimize system performance and scalability

    * Compliance & Security

    * Implement access certification and remediation workflows
    * Develop audit and compliance reports
    * Ensure security best practices



    Required Qualifications

    * Bachelor's degree in Computer Science, IT, or related field
    * Prior experience in Identity and Access Management
    * Hands-on project experience with with SailPoint IdentityIQ (preferably full lifecycle implementation experience)

    Technical Skills:

    * Expert knowledge of SailPoint IdentityIQ
    * Strong programming in Java, BeanShell, JavaScript, XML
    * Experience with REST/SOAP APIs, LDAP, Active Directory
    * Familiarity with SCIM, SAML, OAuth
    * SQL and database concepts
    * Experience with UNIX/Linux and Windows
    * Proficiency in Azure DevOps (version control, CI/CD)
